Measured counts are used where they exist; signal-intersection evidence fills the urban network; a model covers the rest. The statewide total is checked against an independent vehicle-km envelope so the layer cannot quietly inflate or shrink.
Official volumes are not a single truth
Comparing count stations, tubes and published volumes showed they disagree by more than many accuracy targets assume. We published that disagreement table, so any accuracy claim is honestly scoped.
